Solve for r using the following distance formulas:

$d=\sqrt{(x_2-x_1)^2+(y_2-y_1)^2}$

$d=\frac{ax_1+by_1+c}{\pm\sqrt{a^2+b^2}}$

Solve for (h, k) by simultaneous equations.
